Starmer's Supporters Initiate 'Halt Andy Burnham' Campaign to Thwart Manchester Mayor's Parliamentary Return
Close associates of Prime Minister Keir Starmer have reportedly set in motion a coordinated effort to block Andy Burnham, the Labour Party Greater Manchester Mayor, from securing a comeback to the House of Commons. This move follows the resignation of a Manchester-area MP, which has triggered an upcoming byelection.
Serious Obstacles in the Selection Procedure
Several figures on the party's powerful national executive committee (NEC) have apparently suggested it would be highly challenging for Mr. Burnham to successfully pass through the selection process. This is largely due to the significant presence of supporters of the Prime Minister on the committee who are desperate to avert any future leadership challenge.
The Labour hierarchy reportedly swung into action following the announcement of the MP's planned resignation, with officials and MPs raising concerns about the substantial expense and electoral danger of a resulting election for mayor in Greater Manchester.
The Mayor's Aspirations and Internal Disquiet
Andy Burnham has been open about his national ambitions. Last year, he prompted anger within No 10 and among cabinet ministers when he remarked that many MPs had encouraged him to run for the party leadership.
It has long been believed that he is aiming for a return to parliament to potentially stand for the Labour leadership if a challenge to Sir Keir arise. However, supporters of the Greater Manchester Mayor have warned against exaggerating the level of any scheming, stating he is deeply committed to his current role and would solely re-enter Westminster if he felt he had a meaningful contribution to make.
"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," one ally said.
Political Landscape and Poll Ratings
Against a backdrop of opinion polls suggesting Sir Keir is unpopular and many MPs despondent about Labour's prospects at the next election, Andy Burnham is seen as the sole senior Labour personality with consistently positive public approval ratings.
Should Mr. Burnham choose to stand, several obstacles stand in his way. He would need to be selected by the NEC—where the odds are stacked against him—and then secure victory in the by-election against competition from Reform and pro-Gaza independents, all prior to any possible bid for the leadership.
Efforts to Block Burnham
Senior Labour figures have indicated that a "Block Burnham" campaign is already under way, with the party machinery being closely managed by senior aides of the Prime Minister.
The Prime Minister himself said that the by-election procedure was in its "early stages" and urged his MPs to cease discussion of potential leadership challenges.
Andy Burnham, commenting before the MP's departure was confirmed, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."
Financial and Political Dangers
NEC members have allegedly cited not only personal animosity towards Mr. Burnham but also the significant expense of a by-election for mayor in Greater Manchester. This could divert around £500,000 in campaign funds from other key electoral battles across the country.
"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," a figure stated.
A number of insiders also shared concerns about Nigel Farage’s party attempting to fill any vacancy left by Mr. Burnham, which would represent a significant symbolic victory for them.
Role of the Unions and Democratic Concerns
As a publicly elected mayor, Mr. Burnham would require the NEC's permission to stand. There is also speculation the body could enforce an all-female shortlist to block his nomination.
However, one Burnham ally warned against assuming the NEC would simply reject him, despite Sir Keir's team is widely thought to dominate it.
The unions occupy a sizable proportion of seats on the NEC. While the biggest unions are for now keeping their counsel, insiders suggested they would be opposed to anything perceived as meddling from Downing Street.
The general secretary of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."
Electoral Challenges
The constituency in question holds a considerable Labour lead. However, Reform UK is likely to mount a strong challenge, building on its vote in one part of the constituency. Labour believes it is on firmer ground in the more populous Greater Manchester section, though it could face a challenge from independent candidates.
If Mr. Burnham return to parliament, he would need the backing of 80 Labour MPs to mount a bid for the leadership, a requirement that is far from certain given he is regarded with caution by some on the parliamentary party.
The resigning MP confirmed he was resigning due to deteriorating mental health, which had made it untenable for him to carry on in his role. He is also subject to a standards inquiry concerning his involvement in an offensive online group.
